"Sharpening Your Teeth" - Workshop Sponsored by the Ombudsman for Bermuda.

"Sharpening Your Teeth", created and delivered by Ontario Ombudsman, is taught all over the world, usually for investigatory (such as police) and oversight (mainly ombudsman) bodies. However, the workshop has been highly popular when offered to a broader audience of Civil Servants in Cayman Islands and the British Virgin Islands.
There are a number of departments in Government services that must conduct investigations. Too often, people have to learn how to investigate on the job, without specialized training. Although originally designed for systemic investigations, this workshop is invaluable for conducting daily, individual investigations.
This interactive course explores principles, techniques and exercises for:
Investigation planning and strategy
• Diagnostics
• Pinpointing sources of evidence
• Anticipating potential roadblocks
• Using resources efficiently and effectively
• Setting realistic milestones and timelines
Evidence gathering
• Identifying and prioritizing witnesses
• Best principles for conducting effective interviews
• Dealing with evasive and uncooperative witnesses
• Common errors - and how to avoid them
• Documentary and physical evidence
• Truth and partisan perceptions
Analytical tools
• Weighing the evidence for sufficiency, reliability and relevance
• Governing and Administrative laws
• Principles of good administration
• Interest-Based, Root Cause and Plan X analysis
Remedies and Reports
• Drafting compelling, persuasive and highly readable reports
• Principles for remedies
• Media and outreach strategies.
Special considerations for conducting investigations in small jurisdictions are also explored.
While this is a skills-building workshop, it is also useful to help Civil Servants understand the principles and processes applied when the Ombudsman comes calling.
The two-day workshop will be offered on September 13 and 14, 2010
